There were 18 teams in the tournament, who competed in a single double round-robin tournament. The tournament didn't have relegation, and the top 2 teams (champion and runner-up) qualified for the 1966 Copa Libertadores.

Boca Juniors won the championship and qualified, with River Plate, for the 1966 Copa Libertadores. Vélez Sarsfield finished 3rd.
