Azerbaijan will host the tournament.[1] Players born on or after 1 January 1999 will be eligible to participate in this competition.

All 54 UEFA nations entered the competition, and with the hosts Azerbaijan qualifying automatically, the other 53 teams will compete in the qualifying competition to determine the remaining 15 spots in the final tournament.[2] The qualifying competition consists of two rounds: Qualifying round, which takes place in autumn 2015, and Elite round, which takes place in spring 2016.
