Area code 613 and overlay area code 343 are area codes for Ottawa and surrounding Eastern Ontario, Canada, in the North American Numbering Plan (NANP). 613 is one of the 86 original area codes in the NANP assigned in October 1947.

The 613 area originally covered all of Ontario with the exception of the Golden Horseshoe. The area code has been split twice. In 1953, much of the vast northern portion of 613 was combined with the western portion of 416 to become 519. In 1957 the eastern portion of 613 was combined with the northern portion of 519 to become area code 705. Since 1957, 613 covers only Eastern Ontario, an area extending from Brighton and Deep River eastward to Saint Regis, Quebec.

Ottawa and Hull (which merged into the "megacity" of Gatineau in 2002) fall on the boundary between 613 and Quebec's area code 819. However, they were a single local calling area. As a result, for almost 60 years calls could be completed between Ottawa and Hull with only seven digits. A similar situation prevailed in the Washington metropolitan area, where calls could be completed with just seven digits even though the region spilled across three jurisdictions--Washington itself and parts of Maryland and Virginia. Federal government offices in Hull duplicated their entire allocation of multiple exchanges worth of numbers available in 613 as part of a "dual dialability" scheme.

While there are fewer than two million people in the geographic area covered by 613, the bulk of that population lives in the Ottawa area. To preserve seven-digit dialing between Ottawa and Hull, an "exchange protection" scheme prevented the same seven-digit local number from being assigned in both Ottawa and Hull. This code protection was implemented in such a manner that, if an exchange in +1-819-77x was in use in Hull, the corresponding +1-613-77x exchange was reserved and made unavailable for use anywhere in eastern Ontario, even in an area safely outside the National Capital Region such as Trenton. This frequently led to premature depletion of prefixes.

The problems were aggravated by Canada's inefficient number allocation system. Unlike the United States, Canada does not use number pooling as a relief measure. Every competitive local exchange carrier received blocks of 10,000 numbers in every rate centre in which they planned to offer local service. Tiny unincorporated villages like Odessa, Ontario, (which has no telephone central office but exists as a rate centre as an exchange once existed there in the historic past), were typically being allocated at least 20,000 numbers each. Larger municipalities had multiple rate centres, with multiple competing carriers in each. This resulted in many wasted numbers.

By 2006, the only remaining unassigned exchange prefixes in the entire 819 region were numbers which could not be assigned to the Quebec side of the Ottawa-Hull area without breaking seven-digit dialling between Hull and Ottawa.

Ten-digit dialling in 613 and 819 became mandatory on October 21, 2006, disrupting not just interprovincial calls between Ottawa and Hull but every local call in every point in both area codes. Intraprovincial calls in every town from Trenton in the west to Lac-Mégantic in the east to James Bay, Quebec in the north were returning intercept messages if dialled as seven digits, even in tiny communities where only one part of a sole area code was a local call. Exchange protection in the National Capital Region was ended as part of this arrangement, except for the "dual dialablility" scheme for government numbers in 819.

The inefficient assignment of number blocks to each competing carrier in each rate centre continued. Combined with the proliferation of cell phones, it became apparent within two years that a new area code was necessary. However, telephone companies were opposed to geographically splitting area codes, as they wanted to spare customers the burden of having to change their numbers and reprogram their faxes and cell phones. As no efforts were made to correct the underlying inefficiencies in number assignment, distributed overlay area codes were proposed for both 613 and 819.

Area code 343, an overlay proposed in 2007[1] and approved by the Canadian Radio-television and Telecommunications Commission on September 10, 2008,[2] was activated for the region on May 17, 2010.[3] This date was sooner than originally planned; demand exhausted available numbers several years earlier than anticipated.[4]

Carriers[edit]

The main incumbent local exchange carrier in 613 is Bell Canada, although there are some five independent companies serving rural exchanges—the Lansdowne Rural Telephone Company serving Lansdowne; the North Frontenac Telephone Company serving Sharbot Lake and Parham; the North Renfrew Telephone Company serving Beachburg, Westmeath, and the area outside of Pembroke; the Roxborough Telephone Company serving Moose Creek; and the Westport Telephone Company serving Westport.

Also served by area code 613 and Bell Canada is Saint Regis, Quebec, a native reservation bordering Fort Covington, New York which straddles the Ontario-Québec-New York border. St. Regis - Fort Covington is a local call, despite being international.

Further west, Rapides-des-Joachims, Quebec shares an exchange with adjacent Rolphton, Ontario.[citation needed]
