  1. Arrondissement of Château-Chinon (Ville), (subprefecture: Château-Chinon (Ville)) with 6 cantons and 72 communes. The population of the arrondissement was 30,214 in 1990, and was 28,141 in 1999, a decrease of 6.86%.
  2. Arrondissement of Clamecy, (subprefecture: Clamecy) with 6 cantons and 93 communes. The population of the arrondissement was 28,019 in 1990, and was 26,739 in 1999, a decrease of 4.57%.
  3. Arrondissement of Nevers, (prefecture of the Nièvre department: Nevers) with 13 cantons and 83 communes. The population of the arrondissement was 128,496 in 1990, and was 125,244 in 1999, a decrease of 2.53%.
  4. Arrondissement of Cosne-Cours-sur-Loire, (subprefecture: Cosne-Cours-sur-Loire) with 7 cantons and 64 communes. The population of the arrondissement was 46,549 in 1990, and was 45,074 in 1999, a decrease of 3.17%.
