The Large Cities Climate Leadership Group, now officially known as the C40[1] (and originally as the C20[2]) is a group of cities working to reduce urban carbon emissions and to adapt to climate change. It believes it has an important role to play as cities contain around 50% of the world population, consume 75% of the world's energy, and produce 80% of its greenhouse gases.[3] The group's Secretariat is based in London.[citation needed] The C40 Steering Committee includes: Berlin, Hong Kong, Jakarta, Johannesburg, Los Angeles, London, New York City, Sao Paulo, Seoul and Tokyo.

The group was founded after a meeting of delegations from 25 cities at the October 2005 World Cities Leadership Climate Change Summit, organised by the Mayor of London, Ken Livingstone.[4][5]
On August 1, 2006, the group signed a memorandum of understanding with the William J. Clinton Foundation's Climate Initiative,[6] under which the Clinton Foundation agreed to provide technical and communications support.
The group held their first summit in 2005 in London and their second in 2007 in New York.[7] At the second summit, 13 cities joined the group.[8] The third summit was on May 18–21, 2009 in Seoul. New York City's Mayor Michael Bloomberg serves as the chair for C40 Cities.[9][10]
In April 2011, C40 and the Clinton Climate Initiative announced plans to merge their climate leadership.[11][12]
The 2011 summit was from May 31st to June 2nd in São Paulo. [13]
