The Taiwan Taoyuan International Airport Access MRT System(台灣桃園國際機場聯外捷運系統) is a metro system planned to connect Taipei City and the Taiwan Taoyuan International Airport, before linking up with an extension of the Taoyuan MRT Blue Line to Taiwan High Speed Rail Taoyuan Station and onwards to Zhongli City, where it terminates at the junction of Zhongfeng Road and Huangbei Road. Construction began in 2006 and the line is scheduled to begin service in 2013. This construction is administrated by the Director General of Bureau of Taiwan High Speed Rail of the Ministry of Transportation and Communications, which oversees the construction of high speed rail as well as MRT systems (except Taipei and Kaohsiung) in Taiwan.

This MRT route was originally planned to be constructed through a BOT (build, operate, and transfer) process. It was auctioned to Evertransit International Development Corp. (長生國際開發), a subsidiary of Ever Fortune Industrial Co. (長億實業), in 1998. However, the company failed to begin the construction. In 2003, the contract was canceled by the government.
After the BOT project dropped out, the Ministry of Transportation and Communications (MOTC) decided to build the line directly through the government budget. The terminal station in Taipei City was shifted from Ximen to the Taipei Main Station to facilitate transfers to other forms of public transportation. There was disagreement between MOTC and the Taipei City Government with regards to the exact location of this terminal station. The MOTC preferred an elevated station just north of the current rail station, while the City Government wanted an underground one west of Chengde Road. The MOTC's plan was less expensive and required less time to construct, but would obstruct the scenery in the surrounding area. The two parties finally compromised, agreeing to build the station underground with the City Government covering the extra cost. The revised project was approved in September 2004.[citation needed]
Construction of this line began on September 25, 2006.
The planned route is 51.5 km long with 6 underground and 15 elevated stations. The local trains will operate from Taipei City to Zhongli City in 58 minutes, while the express trains will run from Taipei City direct to Taiwan Taoyuan International Airport in 35 minutes.
