Cartoon Network Pakistan is a cable and satellite television channel created by Turner Broadcasting, a unit of Time Warner which primarily shows animated programming. The channel officially launched on April 2, 2004. Cartoon Network Pakistan follows Pakistan Standard Time (GMT +5:00) for its programming line-up schedule. It has also another time shift version (GMT +6:00), available in Bangladesh, as well as Afghanistan in English and Hindi.
On April 2, 2004, Turner Broadcasting System launched a localized feed of Cartoon Network off the Indian network feed,. Formerly a full satellite of that schedule besides local advertising, the network has since developed their own schedule with local viewers in mind. It was the first children's channel in the country that was meant for the local market, rather than a relay of an Indian or Asian network feed.
Cartoon Network Pakistan is available in English and Urdu-Hindi. The channel carries a number of popular animated shows, mainly those from Hanna-Barbera, Warner Bros. and Cartoon Network's internal studio division. Classic programming is available through the Boomerang block. The channel itself was not available in Pakistan till 2011 on PTCL Smart TV.
A few shows including TMNT: Fast Forward, Chowder and a few episodes of Winx Club aired both in the Original English audio and Hindi-Urdu dub feeds were only aired in the original English audio. The network had a short shutdown in 2005 due to orders from local content regulator PEMRA, related to the lack of localized language dubbing for those programs.
Much like Cartoon Network's Adult Swim, it started in 2007 covering the late-night programming for Cartoon Network. It mainly featured the reruns of animated programming from Time Warner's extensive archives, including pre-1986 MGM, Hanna-Barbera, Cartoon Network, DePatie-Freleng Enterprises and Warner Bros. programs including Flintstones, Johnny Bravo, The All New Popeye Show, Scooby-Doo Where Are You!, The Jetsons, The Tom and Jerry Show, Yogi Bear and all other Hanna-Barbera creations which had been put off the air due to the incoming of new, and more popular in culture, cartoons like Courage the Cowardly Dog, Samurai Jack, The Grim Adventures of Billy and Mandy and Teen Titans were added.

Criticism and Controversy
In 2005, Pakistan Electronic Media Regulatory Authority issued an order regarding the ban of several non-private channels because of their Urdu dubbed programs having Hindi blend. Later on, the Cartoon Network and another channel of Hindi versions had been switched to English versions on the Pemra's instructions but the mixed so called Hindustani feed of the channels were back after few months. In early 2010, PEMRA again issued a notice against the non-private channels which resulted in a complete ban of Nickelodeon and Cartoon Network's Pakistan feed. Once again, the flamed issue was the Hindi dubbed shows on its schedule line up and the Government's demand for a private kids-channel affiliated with PTV instead. The ban stayed and was not lifted till the end of the July 2011.
At last on August 1, an announcement was made by the Minister for Information and Broadcasting, Firdous Ashiq Awan. She said ‘Cartoon Network and Nickelodeon, have been granted permission to air programmes in Pakistan’. But at the closure, she expressed her interest in a private TV channel once again and said ‘The Pakistan Electronic Media Regulatory Authority will accommodate private TV channel if someone wished to launch channel for children.’
Cartoon Network Pakistan has rated some of the shows and movies (that includes Live-Action in particular) PG. The rated programs include Naruto, Mr.Bean, Just For Laughs Gags, Star Wars, Generator Rex and Dragon Ball Z Kai. Some episodes of Naruto are rated 12+ while Generator Rex and Dragon Ball Z Kai have been rated as PG.
