Where to put proposed NFL teams?[edit]

Hello, not sure if proposed teams that never played (specifically the Memphis Hound Dogs, St. Louis Stallions, and Baltimore Bombers (proposed NFL team)) should go in Category:Defunct National Football League teams or into a new category. I don't think it makes sense for them to remain with the active teams. What do you think? Sorry to bring this here, but I'm not confident what the best categorization is here and I figured it was better to ask than to mess something up.
