I wish to use some images in a non-commercial documentary. The problem is that the photographer has given permission but did not get model releases of the individuals whose photos he took. These were taken for promotional purpose for an non-profit organization.

Is it true that the organization can sign off permission on the photos as they were employees pictures, taken at the employee (organization) workplace. Or do I have to have in fact, model releases for any individuals featured in the photos.
