Cayetano Escudero Sanz established the first lasting settlement on the island of Culebra, San Ildefonso, on October 27, 1880.
Born in the north of Spain, he immigrated to Puerto Rico as an adult and served as Vieques delegate to Culebra from 1880 to 1891. He was succeeded by Florentino Flaile Moscat.
