A Union University or Central University in India is established by the Department of Higher Education, normally by Act of Parliament, unlike most universities which are established by state governments.[1]
The University Grants Commission (UGC) lists 42 central universities,[2] twelve of which were established in 2009.[citation needed] However, as Central University of Jammu was has not started operating as of June 2011[update],[3] there are, in effect, 41.
