Daniel "Danny" Ayalon (Hebrew: דניאל "דני" איילון, born 17 December 1955) is an Israeli politician who currently serves as Deputy Foreign Minister and as a member of the Knesset for Yisrael Beiteinu. He is a former Israeli Ambassador to the United States, serving from 2002 until 2006.
[edit] Early life
Danny Ayalon was born in Tel Aviv in 1955 to Rafael Ayalon, an Algerian Jew and Lily Ellon, a Polish Jew who immigrated to Israel in 1937. He was raised and educated in Tel Aviv and was drafted into the Israel Defense Forces where he rose to the rank of Captain in the Armored Corps.[1] Ayalon feels a strong connection to his Jewish roots and the Torah and learns regularly with Aish HaTorah’s Rabbi Ephraim Shore.[2] He has also served as a member of the Executive Board at the University Center in Ariel, Vice Chair of the Israel-America Chamber of Commerce, and as a Board Member of the America-Israel Friendship League.[3]

He received a BA in economics from Tel Aviv University and an MBA from Bowling Green University in Ohio.[4] Prior to his distinguished career in public service, Ayalon was a partner at Gravitas Ltd., an international consulting group, past president of private investment firm Hod Ayalon Ltd, and a finance manager for Koor Industries.[5]
[edit] Foreign Service Career
Ayalon was appointed Israel’s Ambassador to the United States in 2002 by then Prime Minister Ariel Sharon. Before taking on this responsibility, Ayalon had served as a Deputy Foreign Policy Adviser to Prime Minister Binyamin Netanyahu and to Ehud Barak as well as Chief Foreign Policy Advisor to Prime Minister Ariel Sharon.[6]
Ayalon was a member of the Israeli delegations to Sharm el-Sheikh (1997), Wye Plantation (1998) and Camp David (2000) summits. From 1993–1997, Ayalon served as the Director of the Bureau of Israel's Ambassador to the U.N. in New York. He was Israel’s Ambassador to Panama from 1991–1992.[7]
[edit] Israel's Ambassador to the United States
From the beginning of his time in Washington, Ayalon cultivated a strong relationship with President George W. Bush and worked to create stronger ties between the State of Israel and the United States.[8]
In 2005, Ayalon, as Israel’s representative to the United States, explained Israel's unilateral disengagement plan, which withdrew all Israeli settlements from the Gaza Strip.[9] However, as a Member of the Knesset Ayalon explained that he feels the disengagement was a mistake and, “in hindsight we shouldn't have done it because it was excruciatingly painful."[10] As a result, Ayalon remains committed to supporting the Gaza evacuees.[11]
Throughout his time in Washington, he played a leading role in the negotiations during President Bush’s outlined Road Map for Peace, including the exchange of letters on April 14th 2004 between President Bush and Prime Minister Sharon.[12]
Ambassador Ayalon also secured the agreement for $9 billion in U.S. grants and loan guarantees to Israel beginning in 2003. In early 2012, as Israel’s Deputy Foreign Minister, Ayalon, met with his U.S. counterparts to secure another three-year, $3.8 billion extension of loan guarantees.[13]
[edit] Nefesh B’Nefesh
Upon retiring from the foreign service, in 2006, Ayalon became the co-chairman of Nefesh B'Nefesh, an organization that encourages Aliyah by Jewish People to Israel from North America and other English-speaking areas.[14] During his time at Nefesh B’Nefesh, Ayalon built alliances with government bodies and Jewish organizations from around the world. By working together with the Jewish Agency and the Israeli Government, Ayalon played a critical role in Israel’s unprecedented decision to fund private Aliyah beginning in September 2007.[15] On December 31st, 2008, Ayalon left Nefesh B’Nefesh to continue promoting Aliyah through public service. "Danny has been a true friend and an invaluable asset to Nefesh B'Nefesh," said Tony Gelbart, N.B.N. co-founder and chairman.[16]

[edit] Election and Appointment
In August 2008, Ayalon joined Avigdor Lieberman's Yisrael Beiteinu and was placed seventh on the party's list for the 2009 elections.[17] He was elected to the Knesset in February of 2009 after the party won 15 seats.[18] In April of 2009, Ayalon was appointed Deputy Foreign Minister in Binyamin Netanyahu’s newly elected government.[19]
[edit] Foreign Policy Outlook
Under Lieberman’s new Foreign Ministry, the Foreign Minister and the Deputy Foreign Minister have prioritized strengthening relations with Eastern, Central and Southern Europe, Latin America, Asia and Africa, regions long neglected by previous governments. Ayalon and Lieberman’s new “policy advocates zero tolerance for anti-Semitism and the delegitimization of Israel, while simultaneously developing and expanding Israel’s diplomatic ties, which in the past had been channeled into a small number of areas and countries.”[20]
In 2011, Ayalon embarked on a Latin American tour including a visit to El Salvador where he attended the General Assembly of the Organization of American States (OAS), He is the highest-ranking Israeli official to have attended this event. At the conference, he addressed the ramifications of the Palestinian unilateral declaration of statehood and the mounting Iranian threat.[21]
In addition, Ayalon has worked with nations in order to combat growing anti-Israel sentiment resulting from the Goldstone Report.[22]
Ayalon’s effort has met much success as economic relations with other nations have been solidified and trade volume has grown. Agreements of economic cooperation have been signed in the fields of taxation, investments protection, Free Trade Zones and the exchange of economic delegations, all noted by Israel being unanimously voted in as a member state to Organisation for Economic Co-operation and Development, in 2010.[23]
The new policy of the ministry has not only focused on building stronger economic and political ties, it has made a lasting effort to send much needed humanitarian aid to countries around the world. Through MASHAV, Israel's National Agency for International Development, the ministry deployed much needed emergency medical services and polices forces to Haiti following the 2010 Earthquake. Israel was highly praised by UN Secretary General Ban Ki-Moon as its continued support for Haiti has stabilized much of the region.[24]
Israel was also the first country to set up a field hospital in Japan after the 2011 earthquake.[25]
[edit] Israel Advocacy
Ayalon released a video titled, “The Truth About the West Bank,” in June of 2011, which presents a historical account of Israel’s ongoing conflict with the Palestinians. In the video that was made in cooperation with StandWithUs, Ayalon asks viewers to stop referring to Judea and Samaria as “occupied territories.” “It is time for Israel to return to a ‘rights-based diplomacy’ and talk about the facts, rights, history and international law which are little known but give a dramatically different viewpoint to what is currently accepted,” he said after the video’s release.[26]
After the video, which now has over one half million views, was posted online, Saeb Erekat, the Palestinian Authority’s top negotiator, denounced the video as a “falsified account of history and international law.”
In response to Ereket’s statement, Ayalon proposed a public debate between the two parties on the issues raised in the video. Following Ereket’s refusal, Ayalon said of the negotiator: "Erekat is used to telling the world that Israel's policies are illegal and against international law and I offered him the chance to back up his own statements and he is proving unable or unwilling to do so." Referring to the Palestinian’s bid to the U.N. for statehood, Ayalon remarked that, "like its diplomatic policies, it appears that the Palestinian Authority is only able to debate unilaterally."[27]
Ayalon has released two more videos: “The Truth About the Peace Process,” in September 2011, and “The Truth About the Refugees,” in December of 2011. His YouTube channel has nearly 1,000,000 views.[28]
The Deputy Foreign Minister has worked hard to actively debunk the myths that plague Israel today. After the Itamar Massacre . Ayalon slammed the claims that settlements were the cause of violence, citing the pre-state 1929 Arab slaughtering of Jews in Hebron. Ayalon has repeatedly emphasized Israel’s commitment to peace.[29]
In an appeal to the Arab world, Ayalon wrote a piece for the pan-Arab newspaper, Asharq Alawsat, explaining Israel’s past and ongoing partnerships within the Arab world. Such initiatives, like Israel’s training of Jordanians in advanced agricultural techniques, he feels, are positive bridges on the road to peace and coexistence.[30]
Ayalon has criticized and challenged world leaders who accuse Israel of destroying the peace process by building in Jerusalem neighborhoods such as Gilo, which is a neighborhood with over 40,000 residents that would not lose Jewish sovereignty in any negotiation.[31]
His Israel advocacy has taken on an active stance, focusing on helping Israel rebrand itself in the new century. The new promotion campaigns focus on looking beyond border disputes and showing the diversity, innovation, and “creative energy,” which makes-up Israeli society. Israel, Ayalon proudly puts forth, leads the world in many agricultural, environmental, and technological fields. He does not want people to forget to look past the conflict and forget Israel’s modernism and rich culture.[32] At the “Israel's Upcoming Public Diplomacy Challenges” conference, the Deputy Foreign Minister called on the leaders of Israel advocacy groups to take part in the rebranding effort.[33]
[edit] Environmental Diplomacy
With the great challenges of delegitimization and the negative imaging Israel is facing today, the Deputy Foreign Minister has worked to brand Israel as a state that contributes to the world, especially in the field of the environment. This has had a positive impact on Israel’s image abroad.[34]
Through MASHAV, Israel’s agency for international development cooperation in the Ministry of Foreign Affairs, Israel has partnered with the United States in Ethiopia, with Germany in Ethiopia and Ghana, with Italy in Senegal, and with Japan and Denmark in the Middle East, to assist development. Ayalon has not only been a staunch supporter of MASHAV’s current efforts, he has played a principal role in expanding Israel’s global initiatives.[35]
In January 2011, Deputy Foreign Minister Ayalon and German Federal Minister for Economic Cooperation and Development Dirk Niebel met and signed a joint Declaration of Intent aimed to increase bilateral cooperation in effort to assist developing nations. The leaders agreed to work towards the rehabilitation of the contaminated Lake Victoria, the Kenyan body of water in which half of the fish species are already extinct. Thirty million people’s livelihoods are dependent on the lake and as a result, the rehabilitation will have widespread benefits for the lake’s neighboring nations, including Egypt.[36]
The following February, Ayalon and Niebel met again in Tel Aviv where the two disused expanding aid to the new Republic of South Sudan, creating a joint center for sustainable development and responses to climate change, and their respective countries commitments to cleaning up Lake Victoria. The two are scheduled to visit the lake and check on its progress in the summer of 2012.
After his Tel Aviv meeting, Ayalon attended the Munich Security Conference where he reemphasized Germany’s crucial part in crushing the Iranian threat: “The Iranian regime today is just as dangerous to the world as Hitler was in the 1930s. We don't have the luxury of waiting for the results of the sanctions on Iran; we must immediately put heavy pressure on Iran until it cracks. Germany, as the strongest country in the European Union, must provide an answer to the needs of the European states that get oil from Iran, so that they will no longer be dependent on Iranian oil.”[37]
In early 2011, Ayalon signed a joint declaration of cooperation on water supply and sustainable energy technology management with Polish Minister of the Environment Bernard Blaszczyk. The declaration is concerned with the planning, defense, development and mobility of water sources and sustainable energy. Israel and Poland will cooperate to promote investment, the exchanging of technologies, and to increase dialogue and the sharing of information.[38]
After his visit to Israel's Volcani Institute of Agricultural Research, Ayalon has often spoken of the center’s advanced strains of grain. Their cutting-edge wheat-type has already been sold to a major pasta firm in Italy, but Ayalon hopes to use this as an example of Israel’s agricultural hi-tech industry.[39]
At the sixth annual international WATEC-Israel exhibition, Ayalon bridged gaps with the Arab world by offering to share Israel’s advanced water technologies in hopes of partnering together and establishing long lasting relationships. “Israel will benefit from a peace agreement, but you will also gain a genuine partner for development and the assured welfare of future generations in the region,” Ayalon said at the opening session.[40]
[edit] Israel-U.S. Strategic Dialogue
While he no longer serves in Washington, Ayalon still works to maintain a strong relationship with the United States. Ayalon serves as Israel’s representative in the semi-annual Israel-U.S. Strategic Dialogue. In October 2010, Ayalon met with U.S. Deputy Secretary of State James Steinberg in Washington D.C. where the two discussed how to improve regional security and stability through boosting and growing the already strong cooperation between their two nations. During the talks, both delegates expressed their commitment to a lasting peace between Israel and its neighbors and their grave concern regarding Iran’s continued non-compliance with its international obligations through pursuit of a military nuclear program.[41]
The following spring, the two met in Jerusalem where they again took advantage of the opportunity to work together to identify and strategize against the threats both countries face including the rapidly changing political situation in the Middle East and the ongoing Iranian nuclear program.[42]
[edit] Jewish Refugees from Arab Lands
With strong Middle Eastern roots, Ayalon continues to fight for the almost 1,000,000 Jewish refugees who were expelled from Arab lands upon Israel’s declaration of independence. He has called for redress, stating that these Jews who lost more than two times the financial assets that their Arab counterparts had, should not be forgotten in any peace-deal forged. "We must remember that more than 850,000 Israelis came from Arab lands without any property, and therefore they are considered refugees. It is definitely an issue that must be raised during our negotiations on a permanent agreement," said Ayalon of the situation.[43]
Ayalon has appealed to the United Nations High Commissioner for Refugees (UNHCR) to end the, "morally and politically unacceptable" solution created for the Palestinian refugees, a separate agency altogether, the United Nations Relief and Works Agency (UNRWA), meant to address the Palestinian’s situation. "While the UNHCR has found durable solutions for tens of millions of refugees, the agency created specifically for the Palestinian context, UNRWA, has found durable solutions for no one," Ayalon told the UNHCR.[44]
[edit] Government and Electoral Reform
In conjunction with Avigdor Lieberman, Ayalon has fought for political and electoral reform in Israel. He has time and again called for separation of power to create greater accountability and consistently within government. “In autocratic regimes you have maximum governability, because the leadership can make decisions without an opposition, and there are no checks or balances. Here, we are perhaps too far toward the other extreme; we have almost complete representation with little governability,” Ayalon said of the status quo.[45] Uniformity in government, Ayalon believes will, “contribute to clear public diplomacy, the sort of diplomacy that Israel sorely needs now to combat the cohesive narrative and branding effort put forth by the Palestinians.”[46]
Ayalos’s “equal benefits, equal responsibilities” campaign has called for greater answerability among citizens who do not serve and contribute to the country and who receive the same or greater benefits than those who do. Following education debates in Israel, Ayalon called for an extension of Israel’s education policy so that children of citizens who had served in the army and who pay taxes could receive free schooling beginning at the age six months, not three years.[47]
[edit] Palestinian Incitement
On the road to peace, Ayalon has fought to hold the Palestinians accountable for their assaults on Israel’s legal and historical legitimacy including its right to the land. He has extensively condemned the Palestinian Authority Ministry of Information’s false claims that the Jews have no past connections to the Western Wall of the ancient Temple of Jerusalem and to the Tomb of Rachel the Matriarch. Ayalon has made great efforts as he feels, “the current Palestinian revisionism doesn’t just distort history and deny our connection with our ancestral home; it denies the possibility of a peaceful resolution to the conflict and a better future for the people of the region.[48]
He has criticized claims that the Arabs living in the Gaza Strip are in the midst of a humanitarian crisis as a result of Israel’s blockade citing that, “Gaza receives equivalent of 40% of goods imported by Israel. It's absurd for Israel to take care of Gazans while Hamas fires rockets.”[49]
Following the Gaza flotilla raid, Ayalon denounced the movement’s leadership and corrupt ambitions. "On the deck we found weapons which were used against the forces. The organizers’ intent was violent and the results were unfortunate. Israel regrets the loss of life. We called the organizers once again the stop the provocations. We asked to transfer the aid in legitimate means.”[50]
[edit] Holy See Negotiations
In December 2009, Ayalon led ongoing high-level diplomatic discussions with the Holy See concerning Church properties and taxes.[51] In early 2012 according to leaks, after 18 years of negotiations, Israel reached a tentative, yet historic agreement with the Vatican in which the Church agreed to waive its demand to receive sovereignty over The Cenacle, the location of the "Last Supper," on Jerusalem's Mount Zion. Israel, in return, agreed to consider giving the Church access to the site and is even considering a leasing option. As part of the agreement, the Vatican will for the first time pay a reduced property tax for its large amount of assets in Israel.[52]
[edit] Turkish Relations
In early 2010, Ayalon summoned the Turkish ambassador, Ahmet Oğuz Çelikkol, to complain about a Turkish television series, Kurtlar Vadisi Pusu, which showed anti-Semitic motifs, including Mossad agents snatching a Muslim baby to convert to Judaism and shooting old men.[53] At the meeting, he was critical of Turkey and their two-year history of brutally anti-Semitic television programing. To express the seriousness of the issue, Ayalon did not display the Turkish flag, and pointed out to the waiting media that the Turkish Ambassador sat on a lower sofa. Ayalon later apologized to Çelikkol for any personal slight or insult, but not for the substance of the rebuke.[54]
[edit] UNHCR Appeal
In February 2011, Ayalon made a public appeal to UN High Commissioner for Human Rights Navanethem Pillay to cancel her plans to visit Iran. Ayalon stated that the visit by the UN Commissioner would legitimize a regime that "maliciously violates human rights, executes its citizens and openly calls for genocide." [55]
[edit] Community Service and Involvement
While in office, Ayalon has made a large effort to stay involved and maintain his strong commitment to Tikkun Olam, the Jewish concept of “repairing the world,” by giving back to local communities.
On the eve of this Jewish New Year, Rosh Hashanah 5771 (2010), the Deputy Foreign Minister, accompanied by his bureau staff, came to the Aminadav Forest in the mountains around Jerusalem for a tree-planting ceremony to celebrate the New Year. “The planting of a tree is a symbol of growth in the New Year that is about to start, of the continuity of life and of the people of Israel’s hold on our soil,” remarked Ayalon. Following his speech, Ayalon planted a tree calling on others to follow suit.[56]
In partnership with “Latet,” Ayalon asked the workers at the Foreign Ministry as well as Green-Israel and Alma-Gilro to donate food to make over 100 Purim baskets for Holocaust survivors in Jerusalem.[57] In 2011, together with “United with Israel,” Ayalon helped launch another Purim basket campaign to give soldiers a special thank you during the holiday.[58]
To welcome in the holiday of Passover that same year, Ayalon and workers at the Ministry initiated project, "Lending a (Diplomatic) Hand to the Community," where they hand-picked over 2,000 Kg of beetroot that was donated to over 700 needy Israeli families.[59]
Ayalon has been a co-host on the English speaking Rusty Mike Radio station based in Jerusalem where he expressed his affection for the English speaking community and played some of his favorite music including the Beatles.[60]

Israeli Deputy Foreign Minister Ayalon has an extremely successful social-media record with tens of thousands of followers from across the globe. In February 2012, Ayalon reached over 30,000 Facebook followers.[61] The Jewish Telegraphic Agency ranked the Deputy Foreign Minister as the most influential Israeli Politician on Twitter and one of the 100 most influential Jews in 2010.[62] Ayalon has nearly 20,000 Twitter followers.[63] He also has nearly 1,000,000 totally upload views on YouTube.[64]
In the Ministry of Foreign Affairs, Ayalon has worked to expand Israel’s social media diplomacy by helping the ministry maintain over 100 Facebook pages, including “Israel speaks Arabic,” a page written in Arabic.[65] After the initiatives launch, Ayalon explained how, "it is vital that Israel's voice is heard in every corner of the world and even more so amongst its immediate neighbors."[66]
He has consistently been recognized as one of the world’s leading politicians to utilize social media by web based policy center Dimpool and by Foreign Policy, surpassing President Barack Obama.[67][68]

In 2005, Ayalon received the Brandeis Award of the Jewish Community of Baltimore. He was the recipient of Aish Hatorah’s Builder of Jerusalem Award in 2008.[69]
