CC-BY video posts are best located from an external search engine which supports advanced search to exclude "standard license" (in Boolean terms NOT standard). CC-BY clips link to a "remix" and the youtube video editor has a "publish" function which posts the clip into ones own account. Once posted a download link becomes active for the clip.
