Feng Bo

Feng Bo (風伯), or Feng Po is the name for the human form of Fei Lian, the god of the wind. The Chinese "Earl of the Wind", or directly "Uncle Wind", "Elder of the Wind". He carried the wind in a goatskin.
This can also be a Chinese name for either male or female, but is generally considered masculine (the flat tone is ambiguous).
