Portion used

Only the portions of the monument that were defaced are depicted.

Low resolution?

Yes. The copy is of sufficient resolution for commentary and identification of the defacement of the monument, but copies made from it will be of inferior quality, unsuitable as a replacement for the monument.

Purpose of use

Depiction of the vandalism from New World Order conspiracy theorists, specifically discussed in article.

Replaceable?

No. As a work of art still protected by copyright, photos of the monument are not replaceable by free content; any other image that shows this monument would also be copyrighted as a derivative work of the original monument. In addition, this photo prominently depicts a work of illegal graffiti which might not be in the public domain and has not been released under a free license.
