Description
English: Looking southwest from Barney Circle in Washington, D.C., in the United States in May 2014 at the now-decommissioned Interstate 695. The roadway is being torn up, and the road bed raised by 20 feet to create a new road to be named "Southeast Boulevard". The now-closed on-ramp from Pennsylvania Avenue SE can be seen to the left.

Interstate 695 was part of the proposed Inner Loop Expressway in Washington, D.C. The interstate highway was to have continued northward along the western shore of the Anacostia River to U.S. Route 50. Significant opposition to the Inner Loop led to its cancellation, but not before the portion of Interstate 695 from 2nd Street SW to Barney Circle had already been completed. Crudely planned ramps led from southbound Pennsylvania Avenue SE to the half-completed interstate.

Interstate 695 from the 11th Street Bridges to Barney Circle was decommissioned in 2012, and ramp sealed off. The District of Columbia began removing the old roadway in 2012, and raising it by 20 feet. Construction on a new, four-lane boulevard with grassy median will conclude in 2016, transforming the old interstate into a new local road, "Southesast Boulevard", which will be connected to local streets.
