I consider this image to be fair use in Edward Low because:

1. It is low-resolution
2. It is not negating any commercial opportunity
3. It is critically discussed within the article (specifically, the Legacy section), significantly adding to the reader's understanding of the lasting legacy of Edward Low and his impact upon popular culture
4. There is no free equivalent, as the copyright of the image will always ultimately be held by the original owner of the painting (in this case, Disney)
