English: Russian "Symbol of Victory Banner".
It was used as instead of Victory Banner (very seldom). (Victory Banner was used only in official ceremonies).

Русский: "Символ знамени Победы" (из устаревшего закона от 1996 года).
Знамя Победы использовалось только в церемониях, например при возложении цветов к могиле неизвестного солдата, в остальных случаях (редко) использовался "Символ знамени Победы" (на практике ветераны использовали флаг СССР). Сейчас эту функцию выполняют копии знамени Победы.

Символ Знамени Победы представляет собой полотнище красного цвета с отношением длины к ширине 2:1. На обеих сторонах в верхнем углу расположено изображение пятиконечной золотой звезды.

English translation:

Symbol of Victory Banner is red width with the ratio of length to width of the flag is 2:1. There is a gold star in top corner on both sides.
