Govind Ballabh Pant Engineering College (GBPEC) is an autonomous institution for Higher Technical Education run by the State Government of Uttarakhand in India. It was created in 1989 to honour the great Indian Freedom Fighter Padma Ratna Shri [1]. Govind Ballabh Pant. The College is located in the Garhwal Himalayas, at a height of 1800m (approx 7000 ft.) above sea level. The College is spread over an area of 169 acres. The College has a quiet, congenial, hilly and pollution-free environment with a picturesque view surrounding the campus. The summer is pleasant with a maximum of 30°C for a few weeks (around two months in a year), and for rest of the time (around ten months in a year), the weather remains cool. The College is fully financed by the Government of Uttarakhand and managed by the Board of Governors with the Minister of Technical Education, Government of Uttarakhand, as the Chairman and Secretary of Technical Education as Vice-Chairman. The present Chairman is the Chief Minister of Uttarakhand, since he holds the Technical Education portfolio. Principal is the Member Secretary of Board of Governors. As of 2009-10, the College provides 6 undergraduate and 3 graduate courses.

The College is affiliated to Uttarakhand Technical University, Dehradun (Uttarakhand). It is located about 12 km from Pauri, the District headquarters and is about 30 km from Dev Prayag, a famous historical and pilgrimage place.

The Institution currently offers courses in MCA , M. Tech, B. Tech.
The College currently has following departments: 1. Electrical and Electronics Engineering 2. Computer Science and Engineering 3. Mechanical and Production Engineering 4. Civil Engineering 5. Biotechnology 6. Applied Sciences and Humanities.
The Engineering Departments presently offer undergraduate B. Tech. degrees in:
1. Civil engineering 2. Computer Sciences and Engineering 3. Electrical Engineering 4. Mechanical Engineering 5. Production Engineering 6. Electronics and Communication Engineering
The Computer Science and Engineering department also offers degrees in MCA.
The Electrical and Electronics Engineering Department also offers Post-graduate M.Tech program in Digital Signal Processing. The Biotechnology Department offers Post-graduate (Master of Technology (M.Tech.) Program in Biotechnology.
Admission is open for Undergraduate programs through All India Engineering Entrance Examinations (AIEEE) which conducts an entrance exam at all India Level, passing through you can join the college. 85% of seats are reserved for candidates who are domicile of Uttarakhand.Admissions for the graduate programs are done at the College level from GATE (Graduate Aptitude Test in Engineering) qualified candidates, and remaining seats, if any, on merit basis.

The College is a Fully Residential and requires that all students have to live in a hostel. The College has eight hostels for boys and girls. These hostels have different capacities and there is one Teachers' Transit Hostel (TTH).
There are 3 hostels for women:
Raman Girls Hostel
Visvesvaraya Girls hostel, and Chaman Girls Hostel.
There are five hostels for men:
Neelkanth Boys Hostel
Alaknanda Hostel
Kedar Boys Hostel
Kailash Bhawan Hostel
, and Kailash Extension Hostel.
Three more hostels, 160-Seater, 300-Seater, and 350-Seater are under construction, and are planned to be completed by Sep. 2009, March 2010 and March 2011 respectively. After completion of these hostels, the capacity of the hostels would increase to accommodate up to 1875 students.

Applied Science department is basically concerned with the first year students. It includes the studies of various subjects like Mathematics, Physics, Chemistry, Environmental Science, Management, Economics and English. It boasts of the following fully developed and equipped Labs:

The CSE department imparts the excellence and innovation to the student of CSE and MCA with the Hardware & Software Labs along with the Computer Center and Internet connection (2 Mbps, 1:1) and dedicated Videoconferencing facility (1 Mbps) through Railtel. The department has following labs:
Internet Lab (Under Linux) DBMS Lab (Under Windows with Oracle) Computer Graphics Lab Project Lab Computer Centre (proposed) Every year, bright and innovative projects are taken up by the young and enthusiastic faculty members and by final and third year students in various fields.

This department has state-o-the-art labs relating to Electrical & Electronics Engineering. The following labs are developed with latest equipments.
Communications Lab. Microprocessor Lab. Measurements & Instrumentation Lab. Basic Electrical Engineering Lab. Control System Lab. Digital Electronics Lab. Power Electronics Lab. Discrete Integrated Circuit Lab. Electrical Machines Lab (Dismantled after Feb. 2009). PCB Lab. Microwave Lab. Optical Fiber Lab.
[edit] Mechanical and Production Engineering Department
The Department has Workshop, a centralised facility, which works with the other labs related to mechanical engineering. The labs facilitated in the central workshop are as:
Carpentry Shop. Black Smithy Shop. Fitting Shop. Machine Shop. Welding Shop. Sheet Metal Shop Efforts are being made to establish Foundry Shop as per the AICTE norms.

This department is in its developing phase and some of the Labs have been developed and some are under development process. It has the following labs:

However, the construction work of Biotechnology Department has been stopped after February 2009, even though its plan was approved by the State Government of Uttarakhand. The Department is running in the Science Block of the College.
[edit] Central Library
The library is the life-line of the College. It contains more than 5000 titles and 25000 volmes, which includes almost all the books covered by the syllabus, and other technical journals like IEEE publications and other magazines, varying from computers to human sciences. The construction of a new separate Central Library building has been stopped after February 2009 even though it was completed 45% and approved by the State Government of Uttarakhand. So the Central Library continues to run from the old Computer Science and Engineering Block. The Central Library has state-of-the-art facilities including book scanner and learning resources CDs, VCDs and DVDs in its Digital Library section. The Library operates on an open access basis, however, the verification of Library books has not been done since last about more than six years as of 2009. Students and staff members have an access to large number of books and journals, besides large number of competitive and technical magazines. Presently the library is procuring more than 60 national and international journals, besides subscribing to 245 online journals, which can only be accessed whenever the Internet works, that is, for about one hour in a month.
Efforts are being made to procure the latest Library Management Software for library automation purpose. The catalogue data entry work has not yet been done but the computerized service and circulation will be implemented soon. The library users are licensed to use the DELNET database for their study / project work / research purpose. Digital Library Section is fully functional. The library is being further strengthened with large number of books and journals.
[edit] Training and Placement Cell
Training & Placement in the college has now been stopped after February 2009. The Training and Placement Cell is headed by a full-time Training and Placement officer, who for most of the time looks after the work of Principal's office. In the past, the students from the College have been employed in Infosys, TCS, Tech Mahindra, NIIT, Bajaj Auto, HCL Technologies, Satyam Computers and Syntel. Now a separate Training and Placement Cell is being established at Dehradun, since the Training & Placement Officer remains in Dehradun most of the time, and companies and industries sometimes hesitate to visit this college, which is in a geographically difficult location.

In spite of the troublesome recent past, when the College was without a full-time regular Principal because of severe neglect by the former Chief Minister, now the College seems to be moving on the right track. The Vice-Chancellor of Uttarakhand Technical University, Dr. D.S. Chauhan, who is Member of Board of Governors of the College, and Chief Minister of Uttarakhand, Mr. Ramesh Pokhariyal 'Nishank' who is Chairman of Board of Governors of the College have approved upgrading the College to the National Institute of Technology for the State of Uttarakhand, and the Central Government is likely to make formal announcement to this effect around December 2009, when it will announce names for ten new NITs in ten differenct states in India. The Pradesh Congress Committee (PCC) President, Mr. Yashpal Arya, has recently announced to this effect in a press release on 21st August 2009. With the vast alumni support and the present initiatives taken by the faculty members and students, support of both major political parties in the State, Congress and Bharatiya Janata Party, and support of NPA alliance government at the Centre, the condition is improving and has stabilised a lot. And soon, this College may be ranking among the best colleges of Uttarakhand (after the Indian Institute of Technology, Roorkee) as the National Institute of Technology in the State of Uttarakhand.
