Gosstroy (Russian: Госстрой) was the State Committee for Construction in the Soviet Union. It handled numerous construction projects (with the exception of military and nuclear power generation).

The State Committee of USSR Council of Ministers for Construction (State Committee for Construction of the USSR) - a government body for the implementation of national planning, monitoring and management in the construction sector of the economy USSR.

According to the Soviet Constitution and the situation was under Union-Republican body. Union Committee had a seal with the coat of arms Soviet Union,[1] and Republican committees and management — emblems of the Union and autonomous republics.

Appointment Committee — a unified technical policy, increasing the efficiency of capital construction, maintenance and technical progress, improving quality and reducing the time of construction, development of construction industry, improving business planning and architecture, design and cost estimate of the case, the implementation of the state review and estimates. USSR State Committee for Construction designed and maintained all-union norms and specifications for building design, construction duration of the norm, the estimated rates, quotations, price lists and price lists, etc.[1][2]

It was formed on 9 May 1950.[3]

Since January 1952 and the construction industry in the USSR, residential and civil buildings and structures was carried out on projects and budgets, in accordance with the instructions.[4]

24 August 1986 as'The USSR State Committee for Construction, released on the basis of the Resolution № 970 of the CC CPSU and USSR Council of Ministers, is converted intoState Construction Committee of the USSR '.[8]

The Committee was headed by a Chairman, appointed in accordance with Soviet Constitution USSR Supreme Soviet, and in the periods between sessions - USSR Supreme Soviet Presidium, with subsequent approval at the session of the USSR Supreme.[1] I was Chairman of a number of deputies, division of responsibilities between the Chairman made.[1] With changes to the Constitution of the USSR in 1953 y, Chair Office is a member of the Council of Ministers.[19]

  • Ministry of Construction of the Union republics and their subordinate organizations, institutions and enterprises.
  • Construction companies, directly subordinate to the Council of Ministers of union republics or the executive committees of local Soviets.
