HUD USER
In 1978, the U.S. Department of Housing and Urban Development's (HUD's) Office of Policy Development and Research (PD&R) established HUD USER, an information source for housing and community development researchers, academics, policymakers, and the American public.

[edit] Background on HUD USER
HUD USER is the primary source of federal government reports and information on housing policy and programs, energy-efficient building technologies, economic development, urban planning, and other housing-related subjects. Managed by the U.S. Department of Housing and Urban Development’s (HUD’s) Office of Policy Development and Research (PD&R), HUD USER distributes a wide variety of useful information, products, and services. Over 1,000 housing research publications and data sets are available as free downloads at [1]. HUD USER also staffs a toll-free Help Desk Monday through Friday from 8:30 a.m. to 5:15 p.m., Eastern Time, to respond to general inquiries and publication requests.

HUD USER publishes four periodicals: ResearchWorks, Breakthroughs, Cityscape, and U.S. Housing Market Conditions.
- The ResearchWorks newsletter is published 10 times a year, and includes articles on new research and case studies aimed at bridging the research and practitioner communities. A great way to keep informed. [2] Subscribe for free or download current and past issues from the [3] newsletter archives.
- [4] Breakthroughs is the e-newsletter of HUD’s Regulatory Barriers Clearinghouse (RBC). Published in conjunction with RBC’s Strategy of the Month Club listserv, [5] Breakthroughs covers strategies and resources that support affordable housing through state and local regulatory reform.
- Cityscape, HUD’s journal of policy development and research, is published three times a year. It focuses on innovative ideas, policies, and programs that show promise in revitalizing cities and regions, renewing their infrastructure, and creating economic opportunities. - The U.S. Housing Market Conditions is a quarterly report on nationwide housing conditions. It includes historical and regional analysis, in addition to in-depth examinations of selected housing market areas. Download the [7] current and [8] past editions for free.

The HUD USER Clearinghouse and website cover many subjects, just a few of which are: fair housing, poverty and homelessness, public and assisted housing, and affordable housing. However, the majority of content falls within five main subject areas:
- [9] Housing Production and Technology includes information and publications on building materials and methods, regulation and housing market structure, design, energy and the environment, manufactured housing, natural and man-made hazards, and rehabilitation.
- [10] Fair Market Rents covers current and historical fair market rents, as well as the surveys used in determining fair market rents.
- [11] Income Limits provide users with current and historical data for Section 8 funding and housing market areas, as well as HUD Median Income Estimates and the Uniform Relocation Act Limits.
