Howli is a town and a town area committee in Barpeta district in the Indian state of Assam.

Howli is located at 26°26′N 90°58′E / 26.43°N 90.97°E.[1] It has an average elevation of 43 metres (141 feet).

As of 2001[update] India census,[2] Howli had a population of 15,958. Males constitute 52% of the population and females 48%. Howli has an average literacy rate of 63%, higher than the national average of 59.5%: male literacy is 69%, and female literacy is 56%. In Howli, 14% of the population is under 6 years of age.
