European Computer Driving Licence (ECDL) also known as International Computer Driving Licence (ICDL) is a computer literacy certification program provided by the ECDL Foundation, a not for profit organization.

The ECDL / ICDL certification is advertised as a globally recognized Information and Communication Technology and digital literacy certification[1]. According to ECDL Foundation, the ECDL / ICDL certification is recognized and supported by governments[2], computer societies (BCS), international organizations and commercial corporations[3].

In 1995, the ECDL certification program was developed through a Task Force of the Council of European Professional Informatics Societies and was recommended by the European Commission High Level Group, ESDIS, to be a Europe-wide certification scheme.[4] In addition, this project receives funding and is indirectly supported by the European Commission through ESPRIT and the Leonardo da Vinci program.[5]

The ECDL / ICDL certification is available in 148 countries and in 42 languages.[6] As of 2009, ECDL Foundation has issued more than 9 million ECDL / ICDL skills cards.[7]

ECDL Foundation markets the ECDL / ICDL certification program to people who need to demonstrate their full competence in the use of a personal computer and common computer applications and that they know the essential concepts of the Information Technology. Prospective Candidates are expected to have used computers and have seen some of the common software applications before. Program are available for Candidates with other skill requirements.

ECDL Foundation claims increased productivity and job prospects improvement as one of the benefits of the ECDL / ICDL certification, which is provided by a local Test Center for a fee.

According to ECDL Foundation, ECDL / ICDL is a test of practical skills and competencies and consists of seven separate modules covering computer theory and practice. To achieve an ECDL / ICDL certification, the Candidate must successfully pass a test in all seven modules.

Although it has seven modules, all of them are considered basics. However, it's enough for the daily usage. ECDL / ICDL is a test of practical skills and competencies which is tested over 7 separate modules:

  1. Concepts of Information Technology
  2. Using the Computer & Managing files
  3. Word Processing
  4. Spreadsheets
  5. Database
  6. Presentation
  7. Information & Communication

The advanced course ("ECDL Advanced") has four sections, each a qualification in its own right:

  • Word Processing
  • Spreadsheets
  • Databases
  • Presentations

Upon achieving all four advanced qualifications, the individual can receive a qualification as an "ECDL Expert" In the UK, this confers upon the person Associate Membership of The British Computer Society, should that person wish to sign up to a code of conduct and join BCS.
