Joe Saturday is a hybrid live action and animation television show. The plot revolves around the barely competent private eye as he attempts to track down his kidnapped love, Scarlet. In the pilot episode, many recurring characters are introduced, such as Scarlet, the love interest; Azure, the capable female reporter who does all the work for Joe; and Simon, the evil, rich mastermind keeping Scarlet from Joe.
In the pilot episode Joe escapes an ongoing beating by Simon's henchmen to rescue Azure. He dives off a tall building to land in the back of a moving van, leaping from the vehicle as it plunges off a cliff and explodes. Azure gives Joe a tip that leads him to a remote, private island owned by Simon. There he kills a lot of guys in an attempt to rescue Scarlet. Simon loads her onto a helicopter and escapes the island, leaving Joe to pursue in a commandeered combat chopper.

Joe Saturday is a young but worn out detective completely inept at doing anything ordinary. His character is loosely based on the manly bravado of Humphrey Bogart with the recklessness of Rambo. The name is a reference to Joe Friday of Dragnet. Joe is clueless to almost everything around him, a character who rolls through scenes like a bowling ball. His only goal is to rescue his love Scarlet (sometimes Charlotte) from Simon who Joe assumes is holding her captive. Joe's invulnerability is never openly discussed, but is a major plot point, as he is completely impervious to bullets, explosions, great falls and dangerous activities of any kind. |
| Azure (Sascha Blocker) |
Azure is a local reporter who takes it on herself to help Joe find Scarlet as she discovers more information about Simon and other local thugs. She single-handedly helps Joe find Scarlet and learn more information about Simon at the same time, all to help on her big break. She is apparently the brains behind the show. Joe would still be sitting in his office drinking scotch if it wasn’t for her helping him out all the time. |

Little is known about this damsel in distress. In the pilot episode Scarlet is held captive by Simon. She appears at the end of the first episode on a modified Russian HIND helicopter with Simon and several henchmen. |
| Simon (Tom Weaver) |
Simon is the villain in the series. He is thought to be holding scarlet captive. He is apparently very wealthy, because he owns many islands, helicopters, boats and henchmen. |
| Randal Trokey (Mark Cancio) |
Randal Trokey is Simon's A-list crony. On the same level as Joe Saturday, Randal seems to have a closer connection to Joe and perhaps a more storied history with him. Randal dies in the pilot episode but he returns to confront Joe in later, leaked episodes, leading to speculation that he is invincible, like Joe. |
