Kamikoani (上小阿仁村 Kamikoani-mura?) is a village located in Kitaakita District, Akita, Japan.

As of 2011, the village has an estimated population of 2,687 and a density of 10.5 persons per km². The total area is 256.82 km².

[edit] Inauguration

Kamikoani village was inaugurated with integrating 9 villages on April 1, 1889 due to the law of Town-Village system. "Kami" of "Kamikoani" means upper or North in English, because there was a village named "Shimokoani" village. "Shimo" of "Shimokoani" means lower or South in English.

[edit] Non-doctor crisis

In February 2008, a male doctor who had been working on medication in remote areas more than 20 years started working in Kamikoani village. He said "This village is the last place in my career as a doctor. I want to continue medication until I have love and interest for people." before working. In 4th month after assumption, he intimated his intention of resigning, and he quit his job in 2 months after intimation.[1][2]

In 2009, Yukiko Arisawa, a female doctor of 61 year old, started working Kamikoani village. She had been working on medication in isolated islands and Thailand. She intimated her intention of resigning in March 2010, and she announced that she is going to quit in March 2011 because it will take time to find next doctor and she concerned the situation of Kamikoani village. When she handed in her resignation, the staffs of village office tried to persuade her to stay but they could not change her mind.

For these sudden quits, Kouhou Kamikoani, the official public relations magazine published by the public relations section of the village office, reported that the doctor was harassed by the local villagers.[3] According to the magazine, she was harassed many times. For instance, she had phone calls which were taken for bullying. Moreover, her effort has been denied before. When she set a light with a sensor by herself in front of her house to deal with patients at night, someone said her "You are wasting our tax." even she paid for setting and electricity bill every month. In addition, another villager said "I wonder how you could go shopping with having patients waiting." when she went out to buy sandwiches because she had not time to have lunch. She managed to have only 18 holidays in 2009 and she worked hard, but some people said "How can you have a holiday in weekdays?" and criticized when she had a holiday on August 17. And, someone scattered defamatory leaflet in fromt of her house.[4]
