He was succeeded by Lichaba John Ndubano in 1998-2005 (SWAPO member). He successfully managed to move the SWAPO office from Linyanti to Sangwali, he did not support secessionism as a result he was not liked in secessionist dominated areas. During his time developments in telephones came to the district of Sangwali. He failed to continue and people could relate with him effectively due to abuse of alcohol.
