An 'ocean transportation intermediary' (OTI) is licensed by the Federal Maritime Commission (FMC) to be an ocean freight forwarder, a non-vessel operating common carrier (NVOCC), or an ocean freight forwarder and NVOCC.It is related to ocean transport.
