An election to all 19 seats on Offaly County Council took place on 23 May 2014 as part of the 2014 Irish local elections, a decrease from 21 seats at the 2009 election. County Offaly was divided into three local electoral areas (LEAs) to elect councillors for a five-year term of office on the electoral system of proportional representation by means of the single transferable vote (PR-STV). In addition, the town councils of Birr, Edenderry and Tullamore were all abolished.
Fianna Fáil remained the largest party after the elections winning 8 seats. Sinn Féin won 3 seats and in terms of vote share also became the second largest party. Fine Gael, by contrast, had a poor set of results and lost half of their seats.

Changes 2014–2019[edit]
- † In March 2015 Birr Independent Cllr John Leahy became a founder of Renua.[1]
- †† Sinn Féin's Carol Nolan was elected to the 32nd Dáil for Offaly in the 2016 general election. Sean Maher was co-opted to fill the vacancy.[2]
- ††† Tullamore Fianna Fáil Cllr Sinead Dooley resigned her seat on 3 July 2017 as she had been appointed Asst. CEO of Irish Rural Link.[3] On 19 September 2017 Tony McCormack was co-opted to fill the vacancy.[4]
- †††† Edenderry Independent Cllr Noel Cribbin joined Fine Gael on 8 November 2018.[5]
- ††††† Edenderry Sinn Féin Cllr Martin O'Reilly resigned his seat on 10 November 2018 following his appointment as a primary school teacher.[6] On 21 January 2019 Alan Daly was co-opted to fill the vacancy.[7]
