Philip "Phil" Andrews was elected to represent the residents of District 3 on the Montgomery County Council at the November, 1998 election and re-elected in 2002, 2006 and 2010. In 2009, he served as Council President. He is currently running for the Democratic nomination for County Executive.

Andrews' was born in Washington DC and grew up in Montgomery County, MD. He attended Montgomery County Public Schools before earning a bachelor's degree in political science from Bucknell University and a master's degree in governmental administration from the University of Pennsylvania's Fels Institute of Government.

Before being elected to the County Council, Andrews worked as the executive director of Common Cause of Maryland from 1988-1994. After stepping down from that post, he was the Managing Director of Montgomery County's AmeriCorps program, Community Assisting Police.[1]
