The Reis Effendi was a political post in the Ottoman Empire with many of the same responsibilities as a modern Foreign minister or the American Secretary of State. With the abolition of the Empire in 1918, it ceased to exist.
The Nuttall Encyclopedia mentions it as "one of the chief Ministers of State in Turkey, who is Lord Chancellor, and holds the bureau of foreign affairs."
