Charles L. Foster is the pastor of Holy Trinity Community Church in Elizabeth City, North Carolina. He is currently serving as Mayor of Elizabeth City, elected to a two year term which began on December 12, 2005.
Mayor Foster is retired from the faculty of Elizabeth City State University and has served on the College of the Albemarle Board of Trustees and was a Grand Exalted Ruler of the Benevolent and Protective Order of Elks.
