Room stuffing is the practice of putting more people in a hotel room than the law or the rules of the hotel allow, usually as a way to get out of paying for lodgings.
Although it is frequently practiced at conventions of various types, it is always strongly discouraged by the organizers, because it reduces hotel revenues and creates a serious safety hazard.
