Rumoi (留萌市 Rumoi-shi) is a city located in Rumoi, Hokkaidō, Japan. It is the capital of Rumoi Subprefecture.
As of 2008, the city has an estimated population of 26,017 and the density of 87.5 persons per km². The total area is 297.44 km².
The city was founded on October 1, 1947.
