As of the census of 2010, there were 180 people, 67 households, and 49 families residing in the city. The population density was 428.6 inhabitants per square mile (165.5 /km2). There were 76 housing units at an average density of 181.0 per square mile (69.9 /km2). The racial makeup of the city was 90.0% White, 2.8% Native American, 1.1% Asian, and 6.1% from two or more races. Hispanic or Latino of any race were 0.6% of the population.
There were 67 households of which 43.3% had children under the age of 18 living with them, 55.2% were married couples living together, 11.9% had a female householder with no husband present, 6.0% had a male householder with no wife present, and 26.9% were non-families. 26.9% of all households were made up of individuals and 9% had someone living alone who was 65 years of age or older. The average household size was 2.69 and the average family size was 3.24.
The median age in the city was 33 years. 35.6% of residents were under the age of 18; 5% were between the ages of 18 and 24; 25.6% were from 25 to 44; 23.9% were from 45 to 64; and 10% were 65 years of age or older. The gender makeup of the city was 50.0% male and 50.0% female.
As of the census of 2000, there were 182 people, 69 households, and 46 families residing in the city. The population density was 429.5 people per square mile (167.3/km²). The average household size was 2.64 and the average family size was 3.32.
In the city the population was spread out with 32.4% under the age of 18, 8.8% from 18 to 24, 26.4% from 25 to 44, 14.8% from 45 to 64, and 17.6% who were 65 years of age or older. The median age was 30 years. For every 100 females there were 89.6 males. For every 100 females age 18 and over, there were 95.2 males.

Steen is located in Minnesota's 1st congressional district, represented by Mankato educator Tim Walz, a Democrat. At the state level, Steen is located in Senate District 22, represented by Republican Doug Magnus, and in House District 22A, represented by Republican Joe Schomacker.
