Which jurisdiction, the State or the wide spot in the road? (eg in Nova Scotia, the province defines Village, Town, and City, and sets the responsibilities of each)--Kwantus

The definitions of what is a city, town, township, village vary greatly in different states of the United States, for instance, New York has all of these 4 distintions, and Kentucky only has city, but has distinctions of 1st class city, i.e. Louisville, Kentucky thru 6th class Fox Chase, Kentucky.
