The article on BBC news site is misleading, and the consecuences show in the wikipedia article, because the city of Pasto has never been evacuated. The only evacuation done was in certain places around the volcano, near the city. Only 9.400 people were actually evacuated. The Pasto population is 400.000, so it is really out of the line to say that the city has been evacuated. News article related on wikinews (spanish)

Bias in this section stems from the fact that it easy to predict an eruption in retrospect. It needs to be completely re-written, complete with citations to claims that Stanley Williams put peoples' lives in danger because this is a serious allegation.
Parts of this section have been pulled from factually inaccurate sentences in the Time article, e.g. measurements had been taken for years, it was not because there was a conference. It is also confusing, e.g. if the volcano has been active for over a million years, it cannot also have been dormant prior to the eruption. JVC (talk) 11:10, 1 May 2008 (UTC)
The deaths from the 1993 Galeras eruption led to one of the most energetic controversies in vulcanology. An entire separate article could be written about that controversy, and the books and articles feeding it. Without reading through the entire article history and discussion history, it is hard to tell if that controversy has been avoided or buried in the history of this article. The current phrase "Elements in the media made the event controversial by suggesting... " in the article makes me wonder if this was covered in the past. I've added a reference to Victoria Bruce's book, where you can find all the citations you need.
