[edit] Bir Rami part of the city?
I lived in what I believed to be the village of Bir Rami. I would not have thought it was a district of the city. It may be a mile or perhaps two from the outskirts of "modern" Kenitra, off the road south-west towards Rabat. There were 2 American residents in the village, and a house rented by US marines next door to us. It was far indeed from being modern or "westernised" (unlike many parts of Kenitra).
