Well, the introducing description is formally wrong (although it is of course clear what is meant): There are two mayors of the city of Bremen, one of which is elected by the senate to be President of the Senate, and is in turn head of the state of Bremen. I don't have a clever / clear / elegant sentence to describe that...

I'm not sure about the elegance, but I hope it's formally better .. -User:Docu
