Questions and Clarification

Could it perhaps be clarified if the entirety of a county's territory is divided into cities/towns and dehdars or if there can be territory belonging to neither? Also, are there cities so large that they encompass the entire territory of a bakhsh, and for those which have their own divisions, on what level of administration are city districts located? --Criticalthinker (talk) 09:11, 27 November 2016 (UTC)

Anyone ever figure this out? It appears that there are counties without cities, but in these counties are dehestans (and their villages) statutory divisions, or are they municipal divisions? A simpler way of asking this is that can you have a county with no rural municipalities (and their villages), or is every part of the country not in a city in a dehestan (and villages)? --Criticalthinker (talk) 13:13, 4 January 2018 (UTC)
