I wonder what "The site" exactly refers to. Maybe http://tug.ctan.org. I used ctan.org at least from January 2011 through December 2012, it worked like alan.smcvt.edu works today. But I did not use tug.ctan.org explicitly until some days in December 2012 when it worked like alan.smcvt.edu. Jim's announcement may have been due to frustration at that moment, perhaps because he had realized that certain more ambitious plans could not be materialized at his site. The change that I actually realized was that Jim no longer accepted processed uploads. But he continued to maintain package characterizations at his site.
