South Delta[edit]

I'm adding back in the South-Delta Improvements Program, because the entire POINT of the barriers is to mitigate for low water levels that riparian land owners (i.e. local farmers) must deal with due to the operation of the SWP. Water Law and history[edit]

The history section goes beyond the subject of this article, DWR. I suggest the history section be combined with Water in California. Perhaps, it is also time to split out California Water Law as a separate article.
