ruins as garrison?[edit]

I wonder about this statement: "Cenabum, however, remained a mass of ruins garrisoned by two Roman legions for years." Why (and how) would you garrison a mass of ruins? This seems like a misunderstanding of how the Romans operated. And two legions is much more than a garrison. Cynwolfe (talk) 13:01, 19 July 2009 (UTC)[reply]
