That doesn't violate NPOV--at least not in the current revision of this article, I haven't read all past revisions. The reason this doesn't violate NPOV is that Wikipedia is not saying anyone "shirked their duty"; instead, this sentiment is being attributed to specific individuals ("Suckling, Galvin, and Schulke"), to inform the reader of those persons' own viewpoint. A fuller quote that shows the context is:
"Suckling, Galvin, and Schulke believed that it was within the Forest Service’s mission to save sensitive species like the Mexican Spotted Owl from harm, and that the government had shirked its duty in deference to corporate interests."
This wording actually appears particularly good: while it would also be correct to say "and the government...", saying "and that the government..." clarifies that the final clause is being conveyed as someone's opinion rather than being asserted as truth by the article itself.
(I understand this objection was posted years ago, but I feel it deserves to be addressed for the article now. My intention is not to express an opinion as to whether or not it was a correct criticism of the article in any previous revision.)
With that said, clearer--and perhaps more robust--citation would improve this section. This is a completely separate issue from NPOV issues, and also shouldn't require any rewording.

References/sources citations[edit]
