"The Far Eastern Commission was..."?

Though the content seems a pretty solid start, with dense and detailed information on the subject, I think it'd be wonderful to have an introduction sentence that more clearly explains, in brief, what the Commission was, when it existed, who it members were, and/or what its responsibilities and powers were.
