Romania - president of the UN Security Council?[edit]

"Romania was a partner to the allied forces during the Gulf war, particularly during its service as president of the UN Security Council." what is that supposed to mean? Proposed WikiProject - Bilateral relations[edit]

There is now a upstart WikiProject to establish a concensus about WP's International bilateral relations articles, including "X-Y (country) relations" articles, at Wikipedia:Centralized discussion/Bilateral international relations.
