I made several small changes to the text. The page I created “Hawaii State Foundation on Culture and the Arts” and the website “http://hawaii.gov/sfca/aboutus.php?article_id=9” do indeed have several phrases in common: “to promote, perpetuate, preserve, and encourage culture and the arts, history and the humanities as central to the quality of life of the people of Hawaii”, is a direct quotation from the law and should be covered by fair use.

“The Hawaii State Foundation on Culture and the Arts”, “National Endowment for the Arts”, “Art in State Buildings Law”, “Department of Education”, “Artists in the Schools Program”, “Art for State Buildings Law”, “Works of Art Special Fund”, “Hawaii State Art Museum”, “No. 1 Capitol District Building” and “250 South Hotel Street” are the proper names of laws, programs, buildings and an address.
