Was there ever a no-pants-suit rule?[edit]

The article on Nan Kempner claims that she was allowed into the La Côte Basque restaurant only after she removed her trousers. Yet this article says nothing about a rule forbidding women to wear pants, which surely would be highly discriminatory.
