Does the list not include writers neither born nor resident in Russia?[edit]

Does the list not include writers neither born nor resident in Russia? E.g., Russian-speaking children of emigrants. I don't know if there are actually any, but in principle they would be included, surely? In which case the sentence "The list includes permanent residents, those born in the Russian Empire, Soviet Union or Russian Federation but who later emigrated, and those who were born elsewhere but immigrated to the country." should perhaps simply be deleted.
