Circuit Breaker looks out of place here, being the only character in the entire list to only have appeared in the comics, while every other character is from a TV show. This is no doubt the result of some "brilliant" editor having decided that since in the current "ReGeneration One" comic, Spike Witwicky has succeeded Josie Beller as Circuit Breaker, the entire history of the Spike Witwicky character, spanning three decades before this change, is suddenly retconned as always having been the same character as Circuit Breaker.
