Not sure how best to edit the second paragraph but it's somewhat misleading-the area south of Pennsylvania Avenue in Murder Bay was redeveloped in the 1930s under the Federal Triangle Project so LBJ postdated it; the Commission on Pennsylvania Avenue was started under the impetus of JFK and most heavily concerned itself with redevelopment of the commercial district on the north side of the Avenue and along the avenue itself.
